Feature - change base directory

Description

By default the base directory where all AuTA related data is stored is /srv/auta/. This can only be changed by editing the code and recompiling AuTA. Users should be able to pass this as a command line argument when AuTA starts.

Priority - Mid

When trying to run AuTA locally, this is very annoying.

Definition of done

When a path to a base directory can be passed to AuTA's core.
