Bug - Submission names with spaces can't be downloaded

Description

Spaces in a submission name cause the get-endpoint of the files API to return a 400 Bad Request.

Priority

C - It would be nice for users to actually submit submissions with spaces.

Definition of done

When a submission with spaces in its name can be accepted.
