Add comparator in the fuzzy search endpoint

Add a new comparator based on what to sort the results of the fuzzy search. Will have 3 ranks for a result given an identifier:

1. exact match
2. starts with the identifier
3. the rest of the results

Based on this, we can have input identifiers with a small number of letters and still get relevant results
