Add student not found/didn't show button

We might want this for two reasons:

1. it's the most common use of reject, so standardising the button and text (based on ta direction) would help, especially for TA's on a phone
2. Some courses actually use the accept/reject as the final result; perhaps not intended, but 404 is not the same as: code is bad.
