Course settings

Summary

At the moment requests will show till 15 minutes after closing time. This should probably be configurable as not every institution would want this. (options: 0, 15, unlimited (end of day)?) Other settings could be e.g. a course description and other free form text? Perhaps even a logo?

Reasoning

Part of it is now hard coded and the code is not clear
