Move feedback page

Summary

The feedback page is currently only accessible via a course. Since the feedback is not specific to one course anymore this should be available through a different way.

Reasoning

Users who are looking at their feedback can change the course id in the url to change courses right now, this should not be possible. This very often caused an access denied exception which can be avoided.
