Issue templates reference old label names

Summary

Adding an issue following the templates does not add the desired labels to the issue

Steps to reproduce

1. Add an issue using a template
2. Observe no labels are being added

Possible Fix

With the change to scoped labels, the names have changed. These have not been updated in the issue templates.
