[Queue-2.0] Create Course and Create Edition buttons
Summary
For the initial deployment of Queue 2 we want to make sure where old functionality is hosted now. Since there is no Portal yet, we probably want to have a temporary admin interface for creating courses and a teacher-only button for making editions.
