[Queue-2.0] Empty Feedback ratings

Summary

In a previous version of the queue converter, feedback was converted to always have a rating. As of now, we might have feedback ratings with value 0. These ratings should not be displayed and taken into account when counting ratings.

In an MR for this issue, we need to check in places where the rating is used whether a rating of 0 will not break the page.
