[Queue-2.0] Lab end grace period does not work

The lab end grace period of 15 minutes that Queue 1.0 had does not work. At the exact moment the lab ends, TAs become unable to handle requests. We should have at least the 15 minute grace period, or otherwise the configuration option to do this (#417 (closed)).
