[Queue-2.0] Add possibility to edit capacity per time slot

Summary

We want to be able to conveniently set the capacity for a range of timeslots or one specific time slot.

Reasoning

During a lab, some teachers need to reconfigure the number of slots available during the lab to do some manual load balancing.
