Lab deletion possible at moments where that would cause unfixable errors for some users

Lab sessions can be deleted, even when the session is in progress and requests are assigned to TAs. This brings those TAs in a state where Queue becomes unsuable for them / where various queue pages are unfixably broken. We should reconsider whether lab deletion should be possible, and probably just set some "deleted" flag instead and never report any deleted lab session in overviews.
