If student enqueues again directly after a request, ask why

• If a student enqueues withing (configurable in application.yaml) 5 minutes after a request for the same thing.
• A dialog shows asking why (anonymous)

  • I still don't understand the question

• this issue already has an implementation, see MR 778 which wasn't finished. however could not be finished. if you decide to pick up this issue you can continue off of it
