Sign off requests are prioritized incorrectly

When time slots that have been selected by students for a specific session overlap the requests are ordered incorrectly. This means that when, at for instance 09:07, requests from both 09:00-09:15 and 09:15-09:30 are open, requests from the lat(t)er time slot might be higher in the next request order.
