Submission feedback UI defaults to staff tab

Clicking the "feedback" button on a submission opens a modal, where the "Script feedback" tab appears to be selected. However, in reality it shows the staff feedback content. In the case of no feedback, it appears as if the script provided no feedback, so that's confusing. Clicking on the (already selected) "Script feedback" tab shows the actual script feedback.
