File import for TA training

• File with identifiers + type of training + date can be imported (program prefilled based on where importing - i.e. url)
• TAM indicates to the user whether:
  • The import failed completely
  • Some users were not recognized, but otherwise the import succeeded
  • The import succeeded
• A template should be provided
