Add a profile picture

Task 13

Add the option for a user to upload their own profile picture on the profile page. The profile picture should be displayed in the people overview as well as any application lists. The user immediately sees their own profile picture. Before other users can see an updated profile picture, an admin or coordinator first has to approve it
