Teachers without active editions do not have access to TAM

Summary

Currently, teachers get access denied when they do not have active editions running.

Steps to reproduce

1. Be a teacher without an active edition
2. Log in

Current behaviour

Teachers without active editions get 'access denied'.

Expected behaviour

All staff should have access.
