Move submission and questionnaire to top in all relevant views

When reviewing as a student, or when looking over submissions and reviews as a teacher, you now have to scroll down to get to the actual submission and review.

The row with the download button, 'Current submission status', 'Current report status', 'Current approval status', and 'Current TA Comment' should, I think, be moved to the bottom.

In most cases, those will not be of interest to the user and they're just there to see the submission and/or do the review. Those should be at the top.
