[SP] Transferring projects improvements

@Tarovk: We would like a special status for projects that are transferred to a new edition, where the company proposing the project needs to manually click a button before the project becomes available again.

Status could be [awaiting client confirmation] and after confirmation the project becomes approved. Should be checkbox (default enabled) on project transfer to update status accordingly.
