Project proposals are sometimes duplicated

Project proposals can sometimes be duplicated on creation. Two identical proposals are created within 0.1-0.15s of each other. The first one has the company contact attached to it, but no course-specific roles. The second one has no company contact but course-specific roles are set. Both have periods set. After creation, the client is redirected to the page of the first one. The projects seem to be completely independent - both have a Project and a GenericProject in the database.
