When reoffering a non-recurrent project, link it to the new recurring project

When reoffering a non-recurrent proposal which is in a descendent recurrent edition, and the new project is in the corresponding recurrent edition, set the original project id of the project being reoffered to the new one (in other words, the new project should become the parent of the current project)
