Notifications do not use the correct language

Notifications currently take the language of the user triggering the notification to determine the message and the contents. Instead, it should either use the language of the target user or default to using English always.

This may require some fundamental changes to the notifications unless if we always enforce notifications in English (perhaps preferable).
