Show courses that are not currently accepting proposals in the list

1. From time to time SP and RP receive project proposals meant for the other course. This happens in particular when the deadline for proposals for one of the courses has passed, but not for the other. It is not clear for users that/why they cannot submit proposals, so they end up submitting a proposal for the closes course. This could be improved by showing courses that are not currently accepting proposals in the list (maybe at the bottom) with a note that they are not accepting proposals at the time (see mock-up).

Other solutions might be even better, but this is what I could think of myself! Open for discussion.
