New front page requires that each course has an associated programme, but the programme is not used by the new logic

Courses have a loose connection to programmes. With the new front page, adding a course which does not have an associated programme breaks the page.

It does not seem the programme is still used by the new proposal page. It was part of the previous one to make the list of proposals easier to manage.
