Feature - new direct upload endpoint for trampoline

Description

To upload files via Trampoline, a new endpoint should be created that creates a submission corresponding to the submitted files. Old submission data should be deleted.

Priority - High

This is necessary for GitLab Auto DevOps.

Definition of done

When a new endpoint has been created for trampoline.
