Additional lab validation

Extra checks on the backend to check for rooms and assignments when
creating a new lab.

If a user tries to create a lab, but no assignments exists yet for the
course the user is redirected to the create assignment page.

In the frontend validation is added to the assignment selection before
submitting the form.
