Minimum for number of characters in Question field

Summary

We want to push students to fill in meaningful questions in their request by forcing them to at least fill out a question of 30 (magic number!) characters.

The current question field can be filled in with just a question mark or almost left empty in some other way. We want to push students to fill in meaningful questions in this field by forcing them to fill in at least a certain number of characters. Say for instance 30.
