Bug in exam lab request handling: requests are rejected too soon

Summary

When selecting an exam lab with percentage at 10% and 40 spots per time slot, I would expect that 4 requests would get accepted before the remaining 36 get rejected. In practice however is appears that as soon as the first request per time slot is accepted the remaining 39 are immediately rejected.

The lab where this occurred: https://queue.tudelft.nl/lab/1773 We have manually reopened rejected request to conduct orals as needed.

Possible Fix
