The graceperiod for the time of labs was nog being honored

Liam Clark requested to merge fix-grace-period into development

The condition for active labs was too strict, forcing the lab to be active now, rather than just having the lab to be displayed. The display function should cover this grace period.

Previous versions of the queue also only had the Lab::display predicate here.
