What does this mr do?

Labs with timeslots and enqueuing opening in the future, would be closed, but needed manual reopening.

Actions taken to fix bug

Disable the code till there is code that opens it again at the start of enqueuing.

This might help the running Queue just enough for the next few months. Seems fine to me.
