Resolve "Re-enable images for rooms"

What does this mr do?

Re add the ability for the admin to upload images of a room to Queue which will then be displayed next to a request.

When the image is uploaded, it will be stored in the location defined in the application.yml/maps folder which will be served statically through spring.
