Draft: Resolve "Add report button to feedback page"

What does this mr do?

Students can now file a report about a TA after a request was handled. Next to the give feedback button there is also a report button available for students to click on.

Does this MR meet the acceptance criteria?

• I have added a changelog entry to reflect the significant changes I made.
• Tests were created to test the feature.
• I have updated the documentation accordingly.
