Allow admins to upload room images

  • critical section around claiming request to prevent two TAs getting the same request
  • fix waiting times
  • fix for buttons in Safari browser
  • fix for showing history for users with requests in deleted labs
  • fix for accidental double approve/reject leading to access denied pages
  • reintroduce option for having room layout pictures
  • export is now CSV
