Resolve "Distribution of requests over time"

What does this mr do?

Implements the graph on the live statistic page for the distribution of requests over time. Supports customisation of how many buckets and shared labs.

Instead of number of buckets, I think it would make more sense to configure the amount of time per bar and set it to a sensible default e.g. 15 minutes
