Job offers should have a url pointing to it

Currently job offers are available through /job-offer/open but when sharing this link with potential applicants, they can see all and might be unclear which one the user is talking about.
In order to fix this, we can use the # or a param in the url to make sure we open the correct job application when trying to point to one.
