Admin access to any course

It is currently hard to handle support requests as there is no way to search for a course. I think we need two things added for admins:

1. search for any course by course code or name
2. when viewing a staff member, list the courses this person is responsible for. The person profile now always assumes the person is a TA, but should show something different for staff members.
