Add import option for TA training completions

Currently, TA training is marked as passed by the student themselves. Allowing imports of "trained" TAs makes it easier.

• Import text-area: Each line contains either a Student Number, Display Name, or NetId, and that constitutes a TA that passed training on the day the import is made.
