Resolve "Add note to Job Offer and Extra Work"

This MR adds the possibility to add notes to job offers and extra work.

Changes

  • all create and edit pages fro job offers and extra work were changed
  • the job offer list page has been changed to include a '?', when hovered over with mouse the note is revealed
  • individual detail pages of job offer and extra work include note field
