Make extra work only visible if hired

Description

• Extra work is for an edition is only visible if an application with status ACCEPTED exists.
• Declarations are unaffected (other than you cannot create a new one, via the extra-work/open page)

Preferably, TAs that are hired manually for a course do not need to go through the entire application process in TAM, so instead of checking for accepted applications, we can just get the staff of the edition. This also means that when a job offer is accepted, we need to add the student as a TA to the edition and remove them if they are removed later.
