Resolve "Indication that a course needs attention on manager view"

A badge is added next to each job or extra work row in the manager view that corresponds to the total number of unhandled applications and remaining hours to be declared, respectively. Green badges correspond to 0 applications/declarations and an orange badge means there are unhandled applications/declarations.
