- Adds the concept of (programme-level) documents which all users can view and accept via their profile page

This can be done here or in a separate issue, but it should be impossible to accept a job offer without accepting the CoC for that programme. So instead of 'accept' leading to just accepting the job offer, it should display the CoC and you have to click a box that you 'sign' it.
