TA review cannot be overridden by teacher

A TA reviewed a review and disapproved it. I as a teacher now want to change that to an approval. However, peer reports "This has already been reviewed by another TA" and does not allow me to change it. I can request the TA to go to the review and change it, but I think it would be better if teachers have the ability to override the reviews made by TAs.
