Resolve "Switch to EIP SAML for Dev and Staging"

Philip de Munck requested to merge 388-switch-to-eip-saml-for-dev-and-staging into dev

Remove the mocklogin page and only allow mocklogin for tests. All SSO requests must now pass through the saml server.
