Resolve "Make a hospital-wide version of the static sites"

What does this MR do?

When the spring profile is set to view it will disable all our login logistics and pages (including buttons). This way the landing page can still be used as a static website.

Does this MR meet the acceptance criteria?

• I have added tests to validate the new functionality.
• I have updated the documentation accordingly.
• I have added translations for all new client-side text. Closes #135 (closed)
