Resolve "Add functionality for admins to create tablet accounts"

What does this MR do?

Adds the ability to create accounts for the hospital staff such that they can use the tablets with this account. An admin can create such an account and with this account they can view the existing tablet and claim one of them.

Does this MR meet the acceptance criteria?

• I have added tests to validate the new functionality.
• I have updated the documentation accordingly.
• I have added translations for all new client-side text.
