Disallow students calling decorators in solution

Yoshi van den Akker requested to merge decorator-permissions into master

Students were able to import various decorators used by the testrunners. Using creative constructions this would enable them to alter spectest scores. This MR introduces a permission check so students are no longer allowed to use the decorators in their solutions.
