Repair failing setup when main branch is not eneterd

Summary:

When talking about the "Setup" section of the "course/new" page, if the main branch protection level is not filled, a default value is not set and the setup is not completed. This should be fixed by either setting a default value for the variable, or by not letting the user press submit.
