Update javax.activation and javax.mail

• These updates are necessary for license compliance.
• These projects were taken over by the Eclipse Foundation and are therefore under a different package name. The used versions are the latest, and are compatible with both Java 8 and Java 11 (Java 7+).
• There are no breaking changes.
