Add ReadMe, Changelog, Contribution Guidelines, and MR Template

Description

  • Adds a useful ReadMe describing the project and running it.
  • Adds a changelog (back-dated slightly, I wasn't able to find a reliable list of changes)
  • Adds a MR template (as this MR is using)
  • Adds contribution guidelines, explaining how to setup the project, contribute code, and provides some test data info

They don't have as much detail as the Queue equivalents, however, I thought it would be better to have something, rather than nothing.
